Additional information on step 2, if you originally downloaded your file to the mod folder for the game, then move it to another folder, for example, create a new folder on the Desktop, then move your mod file there, but that's only if you'd originally downloaded the mod directly to your mod folder, the reason for this is because the file has to be checked for internal zip files, if there are internal zip files the mod will not work, they zips have to be extracted to the point where you have only one level of zip instead of zip within zip within zip, etc.

Also delete all additional copies of the mod from the mod folder, I can imagine having additional copies of the file in the mod folder would confuse the game.
